Do manual water valves go bad?



I tried to turn on my sprinkler system but when I turn the water valve lever that is located on a pipe coming out the water heater intake line, water doesn't flow down the pipe. Since water gets to the water heater, and there is nothing else preventing the water from going down the pipe to the sprinkler system, I'm assuming it's a problem with the valve. This valve is has a lever that you turn perpendicular to the pipe to close it and parallel to open it. Do these sort of valves go bad?
